Prohibits access to cash benefits through electronic benefit distribution system ATMs located at casinos, adult entertainment venues, adult bookstores, and liquor stores

Blocks the use of benefit cards for point-of-sale purchases at casinos, adult entertainment venues, adult bookstores, and liquor stores, as well as for cruise purchases at travel agencies

Requires the Commissioner of Human Services to work with the New Jersey Office of Information Technology and ATM suppliers to implement the restriction program

Directs the Commissioner to apply for any federal waivers necessary to implement the restrictions

Takes effect on the first day of the seventh month following enactment, with the federal waiver application requirement taking effect immediately
