Expands the definition of "owner" or "operator" of a security officer company to include nonprofit organizations exempt from federal taxation under Section 501(c)(3), in addition to private security companies

Clarifies that only one person—either the owner or the operator—must have the required five years of law enforcement experience or five years of supervisory/management experience at a licensed security officer company, not both

Prohibits the Superintendent of State Police from requiring both the owner and operator to meet the experience requirements for licensing

Applies to the Security Officer Registration Act, which requires businesses to be licensed by the Superintendent of State Police before engaging in or advertising as a security officer company
