Establishes a new licensing requirement for veterinary technicians in New Jersey, regulated by the State Board of Veterinary Medical Examiners

Defines "veterinary technology" as animal care or services requiring technical understanding of veterinary medicine, performed under the responsible and direct supervision of a licensed veterinarian

Requires veterinary technician license applicants to be at least 18 years old, graduate from an American Veterinary Medical Association-accredited college program, and pass the Veterinary Technician National Examination

Permits licensed veterinary technicians to perform tasks for which they have been trained according to the American Veterinary Medical Association's essential task list, while prohibiting them from diagnosing, prescribing, or performing surgery

Takes effect on the first day of the sixth month following enactment
