Creates special United States Coast Guard license plates available to active and former Coast Guard members (honorably separated), their spouses, parents, or businesses they principally own

Requires $50 initial application fee plus $10 annual renewal fee, with proceeds deposited into a dedicated "United States Coast Guard License Plate Fund" to be appropriated annually to the Coast Guard

Plates will display the Coast Guard Seal with design selected by the Chief Administrator in consultation with the Coast Guard

Program requires minimum 500 completed applications and up to $25,000 in non-public funding from the Coast Guard or designated entities before implementation can begin

Chief Administrator may discontinue the program if average cost per plate exceeds $50 for two consecutive fiscal years, and the bill expires if funding and application requirements aren't met within 12 months of enactment
