Establishes a 22-member New Jersey Out-of-School Time Advisory Commission including state commissioners, legislators, and representatives from education and child advocacy organizations

Commission must assess state policies for before-school, after-school, and summer programs, review existing research, and adopt statewide standards for program design, implementation, and assessment

Requires examination of existing funding sources and amounts for out-of-school time programs across urban, suburban, and rural districts

Department of Education must select a public higher education institution within 90 days to provide staff and support services to the commission

Commission must submit an interim report within one year and a final report within two years of its organizational meeting, then expires 30 days after the final report
