Establishes a two-year Statewide Animal Advocate Program in the Administrative Office of the Courts to appoint advocates representing the best interests of animals in criminal cases involving animal cruelty, dog fighting, or other proceedings affecting animal welfare

Advocates may be attorneys or law students who serve voluntarily and are authorized to monitor cases, attend hearings, access relevant records from animal control officers, veterinarians, and police, and present recommendations to the court regarding the animal's welfare and placement

Advocates may consult with individuals having information about the animal's welfare and make in-person victim impact statements to the sentencing court prior to sentencing

Requires the Administrative Director of the Courts to maintain lists of eligible attorneys and law schools with students interested in animal issues to serve as advocates

Mandates a report to the Governor and Legislature two years after program establishment with implementation information and recommendations on whether to continue the program, with the program set to expire two years after enactment
