Upgrades heroin and heroin mixture (without fentanyl) manufacturing, distribution, or dispensing to a first-degree crime for quantities of 10 grams or more, second-degree for 5-10 grams, and third-degree for less than 5 grams

Creates enhanced penalties for fentanyl and heroin mixtures containing fentanyl: first-degree crime for 5 grams or more, second-degree for 2-5 grams, and third-degree for less than 2 grams

Defines "heroin mixture" as heroin combined with at least one other narcotic drug that would result in consumption of multiple controlled substances when ingested

Allows defendants convicted of first-degree drug manufacturing or distribution offenses to be eligible for drug court special probation if they can prove they are not drug profiteers or wholesale distributors

Adds definition of "adulterants or dilutants" as substances mixed with controlled dangerous substances, including blotter paper, stamps, or cigarettes used as carrying mediums
