Prohibits telecommunications companies, electric utilities, gas utilities, and cable television companies from charging credit card or direct debit customers before the actual billing due date that would apply to customers paying by cash, check, or money order

Requires customers to expressly agree in writing if they wish to be charged before the standard billing due date

Allows customers to request early billing by telephone or other means approved by the Board of Public Utilities

Directs the Board of Public Utilities to implement and enforce these billing practice restrictions through rules and regulations

Takes effect 90 days after enactment, with the Board authorized to take administrative actions in advance to prepare for implementation
