Establishes mandatory minimum prison sentences for domestic violence convictions: 18 months for fourth degree crimes, 5 years for third degree, 10 years for second degree, and 20 years for first degree offenses

Applies enhanced penalties to specific violent domestic crimes including homicide, aggravated assault, assault by auto or vessel, kidnapping, criminal restraint, sexual assault, and criminal sexual contact

Requires mandatory parole ineligibility periods: 18 months for fourth degree crimes, 42 months for third degree crimes, or one-half of the sentence imposed (whichever is greater) for higher degree offenses

Takes effect on the first day of the fourth month following enactment
