Adds a new aggravating factor for courts to consider during sentencing when a defendant commits domestic violence against a minor who qualifies as a domestic violence victim under New Jersey law

Applies specifically to minors in dating relationships or emancipated minors, including those under 18 who are married, in military service, have a child, are pregnant, or have been legally declared emancipated

Amends N.J.S.2C:44-1, which governs aggravating and mitigating circumstances in criminal sentencing

Joins existing aggravating factors for domestic violence, including committing domestic violence in the presence of a child under 16 and committing domestic violence on more than one occasion

Takes effect immediately upon enactment
