Prohibits individuals from being appointed to marijuana regulatory bodies if they held any direct or indirect interest in, or employment by, marijuana license holders or applicants within the three years prior to appointment

Requires appointed officers and employees to file financial disclosure statements with the State Ethics Commission listing assets, liabilities, property interests, and income sources for themselves and family members

Imposes a four-year post-service restriction preventing former appointed officers from holding interests in or employment with marijuana license holders, and a two-year restriction for most other employees

Bans appointed officers and supervisory employees from making political contributions and prohibits all officers and employees from using official authority to influence elections or coerce political contributions

Authorizes civil penalties of $500 to $10,000 for violations, with criminal penalties including fourth-degree crime charges for prohibited political contributions and disorderly persons offenses for willful violations of other provisions
