Limits eligibility for low- and moderate-income housing units (with deed restrictions or contractual guarantees taking effect after the bill's enactment) to households where at least one member has been a New Jersey legal resident for at least two consecutive years or has worked 35+ hours per week in the state for at least two consecutive years

Applies the same residency and employment requirements to the State rental assistance program administered by the Commissioner of Community Affairs

Supplements existing affordable housing law (P.L.1985, c.222) and amends the State rental assistance program statute (P.L.2004, c.140)

Takes effect on the first day of the second month following enactment to allow administrators time to adjust to the new requirements
