Establishes a one-year "Pretrial Partnership for Community Support and Services Pilot Program" in Monmouth, Union, Camden, and Cumberland counties to provide assessment, treatment, and case management services to defendants on pretrial release

Requires eligible defendants to complete a biopsychosocial assessment evaluating substance use disorders, mental health needs, medical needs, employment readiness, and capacity for independence, with an individualized pretrial plan developed based on results

Services available through approved community support providers include cognitive behavioral therapy, life skills training, anger management, mentorship programs, medication assisted treatment coordination, and legal assistance with vital records and court filings

Adds successful completion of the pilot program as a mitigating factor courts may consider during sentencing, and requires prosecutors to give due consideration to participation when making charging decisions

Prohibits State appropriation of funds to the program, requires the Administrative Office of the Courts to report findings to the Governor and Legislature upon conclusion, and takes effect on the first day of the fourth month following enactment
