Amends existing law to allow municipalities to require developers, as a condition of subdivision or site plan approval, to pay a pro-rata share of reasonable and necessary mass transit improvements located off-tract but necessitated by their development

Expands current developer contribution requirements, which already cover street improvements and water, sewerage, and drainage facilities, to include mass transit infrastructure

Requires municipalities to develop regulations for mass transit contributions in consultation with each agency providing mass transit service within the municipality

Preserves existing provisions allowing developers to pay under protest and institute legal action within one year to challenge the fairness and reasonableness of the required contribution amount
