Requires a $50 initial application fee plus a $10 annual renewal fee, with proceeds deposited into the "Autism Awareness License Plate Fund" after administrative costs are deducted

Fund proceeds will be appropriated annually to the University of Medicine and Dentistry of New Jersey for autism-related purposes, expended in consultation with the Governor's Council

Prohibits use of state or public funds for initial program costs; requires up to $25,000 in private contributions and a minimum of 500 completed applications before the program can begin

Program expires if funding and application requirements are not met within 12 months of enactment; Chief Administrator may discontinue the program if average cost per plate exceeds $50 for two consecutive fiscal years
