Increases mandatory minimum sentences for repeat sex offenders convicted of sexual assault, criminal sexual contact, or lewdness involving a minor to 85% of the maximum term for the offense degree, up from the current 5-year minimum

Establishes new mandatory minimums including: 17 years for aggravated sexual assault (first degree), 8.5 years for sexual assault (second degree), 4.25 years for aggravated criminal sexual contact (third degree), and approximately 15 months for fourth degree offenses

Allows courts to impose reduced sentences below 85% if the defendant accepts a plea agreement found to be in the victim's best interest, or if the maximum term would constitute a "serious injustice"

Grants prosecutors 10 days to appeal any sentence imposed below the maximum term when no plea agreement exists

Requires the Attorney General to develop statewide guidelines ensuring uniform prosecution and plea negotiation of repeat sex offense cases
