Commissioner of Community Affairs must develop and implement a plan to end veteran homelessness in New Jersey within three years, following criteria established by the United States Interagency Council on Homelessness

Requires creation of a statewide by-name list of veterans experiencing or at risk of homelessness, prioritized by vulnerability, with data sharing among shelters, state departments, and VA Medical Centers

Establishes priority access for veterans to benefits through the Homeless Prevention Program and emergency assistance benefits issued to Work First New Jersey recipients

Commits to "Housing First" principles, which provide permanent housing as quickly as possible without requiring participation in services as a precondition

Commissioner must update the plan every three years and submit reports to the Governor and Legislature on progress toward ending veteran homelessness
