Establishes a competitive grant program in the Department of Education to fund at least two tax-exempt organizations that recruit, train, place, and retain teachers in underserved school districts

Grants will match private contributions raised by selected organizations, up to $1 million per year per organization, for three consecutive school years

Underserved school districts are defined as those with at least 40% at-risk students and experiencing teacher workforce shortages as determined by the Commissioner of Education

Grant selection criteria include program merits, potential to improve student outcomes, teacher retention strategies, existing district partnerships, and implementation feasibility

Appropriates $6 million from the General Fund to the Department of Education for the program, to be deposited in a non-lapsing fund
