Requires franchisors to provide 30 days written notice before charging back warranty or incentive payments to dealers, allowing franchisees to contest proposed chargebacks before they take effect

Expands vehicle buyback requirements upon franchise termination to include all prior model year vehicles (not just current and one prior year), and extends protest rights for new or relocated dealerships to include the two closest franchisees within 14 miles in certain circumstances

Allows franchisees to bring Superior Court actions against franchisors for Franchise Practices Act violations, with potential treble damages if the franchisor fails to cure violations within 30 days of written notice
