Establishes a 19-member "Student Mental Health Task Force" to examine student mental health issues including depression, anxiety, stress, trauma, and other psychological disorders

Task force membership includes commissioners from Education, Health, Children and Families, and Banking and Insurance, plus representatives from school boards, mental health organizations, counties, municipalities, and two student members (one middle school, one high school)

Requires surveying mental health treatment services, provider networks, and funding resources available in each county and region of New Jersey, as well as partnership opportunities with higher education institutions

Task force must study identification of students with mental health issues, expansion of counseling programs, relationship between mental health and school safety, funding needs, and successful programs from other states

Final report with findings and recommendations due to the Governor and Legislature within one year of organization; task force expires 30 days after issuing report
