Requires all New Jersey municipalities to adopt one of two model ordinances from the Department of Community Affairs permitting accessory dwelling units (ADUs) on lots with single-family or two-family dwellings

Establishes ADU applications as ministerial approvals without public hearings, requiring municipal decisions within 60 days or the application is automatically approved

Sets maximum ADU standards including minimum 1,200 sq ft maximum size allowance, maximum 20-foot height, 5-foot side/rear setbacks, and no more than one parking space required (none if within half-mile of public transit)

Prohibits homeowner associations from adopting or enforcing rules that ban or unreasonably restrict ADU development on single-family zoned lots, voiding any existing such restrictions

Requires ADU applicants to be owner-occupants of the principal dwelling and allows municipalities to prohibit short-term rentals under 30 days; ADUs cannot be sold separately from the principal dwelling unit
