Renames the Primary Care Practitioner Loan Redemption Program to the Health Care Professional Loan Redemption Program and expands eligibility beyond primary care practitioners to include psychiatrists and other health care professionals designated by the Commissioner of Health

Increases the maximum loan redemption amount from $120,000 to $200,000 for participants employed at approved sites, with redemption distributed as 18% after year one, 26% after year two, and 28% for each of years three and four

Expands the definition of "State designated medically underserved area" to automatically include municipalities where more than 50% of households are at or below 185% of the federal poverty level

Establishes new priority criteria for selecting program participants, giving preference to applicants already employed at or with offers from approved sites, those in areas with severe provider shortages, and those who graduated from New Jersey high schools, colleges, or completed residencies in the state

Requires the Higher Education Student Assistance Authority to publish annual reports including participant demographics, loan redemption amounts, employer information, and the program's effect on addressing health care labor shortages in the state
