Provides free undergraduate tuition and student fees at New Jersey public colleges and universities to spouses, civil union partners, domestic partners, and children (ages 17-26) of veterans who were killed in action, declared POW/MIA, permanently and totally disabled from service, or died from service-connected disabilities

Requires the veteran to have been a New Jersey resident at time of entry into active duty, and the dependent must be a current New Jersey resident enrolled in good standing at a public institution

Limits tuition benefits to the number of credits needed to complete a baccalaureate degree at four-year institutions or an associate degree at county colleges

Restricts spouse/partner eligibility to 10 years from the veteran's death, disability determination, or POW/MIA status, with benefits ending upon remarriage or entry into a new civil union or domestic partnership

Requires applicants to apply for all available state and federal grants and scholarships, with the State reimbursing public institutions for waived tuition and fees
