Authorizes the Victims of Crime Compensation Office to pay relocation expenses for witnesses and those residing with them, as well as expenses related to protecting the safety of victims and cooperating witnesses

Expands the definition of "cooperating witness" to include those who testify for the government, cooperate with law enforcement, or serve as confidential informants

Adds a new right to the Crime Victim's Bill of Rights: protection from harm and threats arising from cooperation with law enforcement, along with information about available protection levels and assistance for those testifying

Requires prosecutors and law enforcement to take protective measures for victims and witnesses before, during, and after hearings or trials, and mandates courts to establish safety procedures for witnesses at trial

Expands grant eligibility under the Victim and Witness Advocacy Fund to include violence intervention services and safety services for cooperating witnesses, their families, and significant others
