Creates a permanent 5-member study commission within the Department of Military and Veterans' Affairs to examine the more than 20 different statutory definitions of "veteran," "disabled veteran," and "service-disabled veteran" in New Jersey law

Commission membership includes one Governor appointee (from the Department of Military and Veterans' Affairs), two Senate appointees, and two General Assembly appointees, with members serving without compensation

Commission must compile and analyze all veteran-related definitions, identify statutes with restrictive requirements, and recommend changes to provide greater uniformity and less restrictive eligibility standards

Requires consultation with the military community for expertise and input on potential statutory revisions

Commission must submit annual reports with findings and recommendations to the Governor, Legislature, and relevant military affairs committees, with the first report due within 12 months of organizing
