Appropriates $3.5 million in supplemental funding from the General Fund to the Higher Education Student Assistance Authority for the Community College Opportunity Grant - Adult Postsecondary Career and Technical Education program for fiscal year 2022

Provides last-dollar financial aid grants to cover remaining tuition and approved educational fees (including nursing, culinary, and other career and technical programs) after other State, federal, and institutional grants or scholarships are applied

Eligible students must be New Jersey residents enrolled in postsecondary career and technical education programs at county vocational school districts for at least four months, with annual adjusted gross income between $0 and $65,000

Students must be enrolled in 6-18 credit hours, be in good academic standing, have applied for all other available financial aid, and not be in default on any State or federal student loans

Additional funding beyond the $3.5 million may be appropriated if needed to cover increased applicants or shifts in award distribution, subject to approval by the Director of the Division of Budget and Accounting
