Expands eligibility for New Jersey's special probation drug court program to individuals with multiple prior first or second degree felony convictions, provided those convictions are at least five years old

Requires the five-year waiting period to be measured from the date of satisfactory completion of probation or parole, or release from incarceration, whichever is later

Maintains existing automatic disqualifications for violent crimes such as murder, kidnapping, aggravated assault, and sexual assault, which still render individuals permanently ineligible

Preserves current rules that exclude third-degree controlled dangerous substance possession convictions from counting toward the two-conviction limit on drug court eligibility

Takes effect immediately upon enactment
