Expands New Jersey's Tuition Aid Grant (TAG) program, established in 1968, to include part-time undergraduate students enrolled at eligible New Jersey institutions, who were previously ineligible except at county colleges

Part-time grant awards will be prorated against full-time grant amounts, with each period of part-time enrollment counting as one-half toward the maximum allowable eligibility period

Caps full-time grant amounts at either the maximum tuition at public institutions or 50% of average tuition at independent institutions; out-of-state students limited to $500 per academic year

Requires separate line-item appropriations for part-time tuition aid grants to prevent reduction or diversion of existing full-time TAG funding or part-time county college student funding

Takes effect immediately and applies beginning with the 2022-2023 academic year
