Allows the Commissioner of Labor to temporarily appoint three additional members to the Board of Review in the Division of Employment Security, expanding membership from three to six members

Additional members may be appointed through interim appointment of current State employees or appointment of non-State employees to an intermittent title under Civil Service regulations

When six members are appointed, the commissioner must designate two separate three-member panels, each empowered to independently act as a final appeals board for unemployment benefit disputes

The commissioner may interchange panel members among the six Board of Review members based on operational needs

Clarifies that members of the Board of Review are not excluded from the definition of "employee" for purposes of collective bargaining rights under the Employer-Employee Relations Act
