Establishes the "New Jersey College Ready Students Program Act" providing tuition-free dual enrollment at county colleges for eligible public high school juniors and seniors who meet financial need criteria based on New Jersey Educational Opportunity Fund standards

Eligible students may receive up to 3 tuition-free credits per semester (maximum 6 credits per school year) in 11th and 12th grades, provided their school district has a dual enrollment agreement with a county college and they meet minimum GPA requirements

Students must maintain a grade of C or higher in all college courses to remain eligible; students who don't meet the GPA requirement may take one tuition-free remedial course per semester

The State bears the full cost of tuition for participating students

Commissioner of Education must submit annual reports by August 1 detailing participation numbers, credits earned, program costs, completion rates, graduation rates, and college enrollment plans of participants
