Extends an existing three-year pilot program for an additional three years, allowing barbers licensed in other states or foreign countries to practice in New Jersey while awaiting state licensure

Expands eligibility to include individuals who rendered barbering services professionally in jurisdictions that do not issue barber licenses, not just those with formal licenses from other states or countries

Issues temporary permits valid for 120 days, with extensions available if the license application remains pending and program requirements continue to be met

Requires temporary permit holders to work under the direct supervision of a New Jersey-licensed barber and make good faith efforts to obtain state licensure

Applies the pilot program to four designated cities: Elizabeth, Passaic, Paterson, and Perth Amboy
