Caps appeal bonds (supersedeas bonds) in civil actions at $50 million plus trial costs, regardless of the total judgment amount

Preserves court discretion to reduce bond amounts below $50 million for good cause after notice and hearing

Allows courts to require bonds up to the full judgment amount if the appellee proves the appellant is concealing, dissipating, or diverting assets to avoid payment

Applies to all civil actions including individual, aggregated, class action, and joined claims seeking any form of relief (compensatory, punitive, injunctive, etc.)

Takes effect immediately and applies to all judgments entered after the effective date, regardless of when the underlying action was filed
