Establishes a minimum Medicaid and NJ FamilyCare reimbursement rate of $950.00 per day for pediatric skilled care nursing facilities that provide specialized care to medically fragile children and youth up to 21 years of age

Eligibility for the minimum reimbursement rate requires facilities to comply with all applicable State and federal laws and regulations concerning licensure, patient safety, and quality of care

Directs the Commissioner of Human Services to apply for necessary federal State plan amendments or waivers to secure federal financial participation under Medicaid and the Children's Health Insurance Program

Appropriates funds from the General Fund to the Department of Human Services to implement the reimbursement rate increase

Takes effect on the first day of the second month following enactment, with four existing pediatric special care nursing facilities in New Jersey eligible to receive the new rate
