Grants immunity from civil and criminal liability to website operators and their employees who report violations to law enforcement, unless acting in bad faith or with malicious purpose

Defines "sexually offensive communication" as solicitations for sexual activity or transmission of obscene material, and applies to websites accessible to third parties where users under 18 can post personal information
