Division of Mental Health and Addiction Services must facilitate the establishment of four new recovery community centers in New Jersey, adding to the two existing centers (Eva's Village in Passaic County and Living Proof in Camden County)

Recovery community centers are defined as non-clinical, peer-to-peer support centers for people recovering from alcohol or substance use disorders, offering services including recovery coaching, support groups, art therapy, job readiness classes, and life skills training

The Assistant Commissioner may accept funding from any source and award grants to entities establishing new centers, while entities seeking to establish centers may also pursue independent funding

Annual reports to the Governor and Legislature are required starting one year after enactment, covering progress on the four new centers and recommendations for additional centers, sustainable funding, and service improvements

The Division must adopt rules and regulations necessary to implement the act through the Administrative Procedure Act
