Mandates cybersecurity instruction for all students in grades 9-12 as part of New Jersey Student Learning Standards in Computer Science and Design Thinking, covering topics such as safe internet use, computer hardware/software fundamentals, networking, coding, and career pathways

Requires the Commissioner of Education to develop curriculum guidelines in consultation with the Office of Homeland Security and Preparedness and the New Jersey Cybersecurity and Communications Integration Cell, with annual reviews and updates

Directs the Office of the Secretary of Higher Education to develop model cybersecurity curricula within one year for both four-year institutions and county colleges to assist in creating degree programs

Establishes the Cybersecurity Loan Redemption Program providing $1,000 per year (up to 4 years maximum) to New Jersey residents who graduate from approved cybersecurity programs and work in approved cybersecurity occupations within the state

Creates the Cybersecurity Teacher Loan Redemption Program providing $1,000 per year (up to 4 years maximum) to teachers of cybersecurity-related subjects employed by school districts, charter schools, or renaissance school projects in New Jersey
