Allows issuers to sell non-transferable tickets only for targeted promotions, discounted offers, or private events based on specific group status or affiliation, which must be clearly marked

Preserves issuer rights to enforce venue conduct policies, set ticket purchase quantity limits, and revoke season tickets for policy violations, fraud concerns, or safety issues

Exempts venues subject to hotel/motel occupancy fees located in cities with retail sales taxes (applies to Atlantic City casinos)
