Prohibits non-electric vehicles from parking in publicly accessible electric vehicle charging spaces that are clearly marked with signage and pavement markings indicating the space is reserved for actively charging plug-in electric vehicles

Prohibits plug-in electric vehicles (including battery electric and plug-in hybrid vehicles) from parking in designated charging spaces if they are not actively charging

Establishes escalating fines for violations: $55 for first offense, $100 for second offense, and $200 for third and subsequent offenses

Grants municipalities discretion to tow vehicles found in violation, with the registered owner or lessee responsible for all towing and storage costs

Adds definitions to New Jersey motor vehicle law for "electric vehicle charging space," "plug-in electric vehicle," and "plug-in hybrid electric vehicle"
