Department of Military and Veterans Affairs must establish and maintain a database storing digital copies of veteran separation documents (DD-214, DD-215, DD-256, NGB-22 forms)

Veterans may voluntarily submit documents, and immediate family members may submit posthumously on behalf of deceased veterans; original documents must be returned without delay and no fee charged for submission

Database access restricted to public agencies solely for determining eligibility of veterans or family members to receive veteran benefits

Database and documents are exempt from open public records laws and not discoverable except by grand jury subpoena or court order

Misuse of database information constitutes a disorderly persons offense punishable by fines of $500-$2,000 and/or imprisonment of 10-100 days depending on whether first or subsequent violation
