Authorizes the Department of Transportation, counties, and municipalities to designate "special event zones" around automotive or motor vehicle events that are either government-approved or expected to have 25 or more attendees

Permits authorities to reduce speed limits within special event zones when deemed necessary for public safety, with violations subject to fines up to $1,000

Prohibits "exhibition driving" within special event zones, defined as excessive acceleration, tire squealing/smoking, swerving, loud engine noise, backfiring, wheels leaving the ground, or passengers riding on hoods/roofs

Imposes enhanced penalties for traffic offenses within zones: up to $1,000 fine for speeding, careless driving, or racing; up to $1,000 fine and/or 60 days imprisonment for exhibition or reckless driving

Requires signage indicating the zone's effective period, any reduced speed limits, the exhibition driving prohibition, and notice of increased penalties
