Creates the New Jersey White Collar Crime Offender Registry, a publicly accessible website operated by the Department of Law and Public Safety containing names, photographs, physical descriptions, and conviction information for registered offenders

Requires registration for individuals convicted of second-degree crimes including insurance fraud, mortgage fraud, securities fraud, misapplication of entrusted property, money laundering, and theft by deception

Registry duration is 10 years for a first offense, an additional 10 years for a second offense, and lifetime registration for a third offense

Applies retroactively to offenders convicted on or after January 1, 2005, with exemptions for those who complied with all court orders, paid full restitution, and have no other qualifying convictions

Allows offenders to apply for removal after five years post-sentence if they completed treatment, paid all restitution, have no subsequent convictions, and have not been found civilly liable for fraud-related conduct
