Redefines "veteran" for state benefits eligibility to require at least 90 days of active service in the U.S. Armed Forces (excluding basic training or service academy time) or completion of an entire Reserve Component call-up period, eliminating requirements to serve during specific wars, conflicts, or in designated locations

Extends veterans' benefits eligibility to include civil service hiring preferences, veteran retirement allowances under TPAF and PERS, and the ability to purchase up to 5 additional years of military service credit in PFRS, TPAF, and PERS

Allows active service members of the U.S. Armed Forces or Reserve Components who have not yet been discharged to qualify for civil service hiring preferences if they otherwise meet veteran requirements

Provides that individuals discharged due to service-connected disabilities remain eligible for veteran status even if they served fewer than 90 days or did not complete their full call-up period

Requires voter approval of a constitutional amendment before civil service hiring preference provisions take effect; the State assumes liability for any increased pension costs to local government employers
