Establishes the New Jersey Veteran Services Grant Program within the Department of Military and Veterans Affairs (DMVA) to help veterans apply for and receive State and federal benefits and to train veterans service officers

Grants will be awarded competitively to qualified veterans' organizations, defined as nonprofit 501(c)(3) or 501(c)(19) tax-exempt organizations or federally chartered Veterans' Service Organizations

DMVA must develop application guidelines, set grant terms and conditions, monitor compliance, and submit annual reports to the Governor and Legislature on program effectiveness

Grant applications must include detailed outlines of training for State veterans service officers, the number of additional veterans service officers to be provided, or both

Appropriates $2,000,000 from the General Fund to DMVA to fund the grant program
