Allows U.S. citizens enrolled as full-time students at colleges or universities to serve as poll workers (district board members) in the county where their school is located, regardless of whether they are residents of that county or New Jersey

Amends existing law that currently requires poll worker applicants to be registered voters residing in the county where they wish to serve, or be 16-17 year old residents with parental permission

Requires college student applicants to indicate on their application that they are full-time students at an institution of higher education in the county

Maintains all other poll worker qualifications including sufficient eyesight, English reading ability, basic math skills, legible writing, knowledge of election duties, and adequate health to perform the job
