Lowers the minimum age for domestic violence victim protections from 18 years old to 16 years old for non-emancipated minors seeking protection under the Prevention of Domestic Violence Act

Expands victim eligibility to include adoptive parents who experience domestic violence from a person whose parental rights to the adopted child have been terminated

Clarifies that victims include any person who currently resides or has resided at any time in the past with their abuser, broadening protections for former household members including those in group homes or communal living arrangements

Maintains existing protections for spouses, former spouses, persons with a child in common, pregnant persons expecting a child with the abuser, and persons in dating relationships

Incorporates recommendations from the New Jersey Law Revision Commission's February 2021 report on the Prevention of Domestic Violence Act of 1991
