Creates a disorderly persons offense when a person who knows or reasonably should know that a minor (under age 16) is likely to gain access to cannabis at premises under their control, and the minor does gain access

Prohibits cannabis packaging and labeling from containing statements, illustrations, cartoons, color schemes, graphics, or features that might make products attractive to children, including toys, games, candy, or cartoon characters

Requires all cannabis products and items to display consumer warnings in at least six-point font, including the nationwide toll-free poison control center telephone number

Bans edible cannabis products from being manufactured, marketed, or sold in shapes resembling realistic or fictional humans, animals, or fruits, including cartoon or caricature versions

Mandates the Cannabis Regulatory Commission to collect data on adverse events involving minors who consume cannabis and report findings to the Governor and Legislature
