Establishes a 23-member "New Jersey Eviction Crisis Task Force" to study eviction trends, identify impacts on renters, landlords, and governments, and recommend legislative solutions for housing and eviction policies in New Jersey

Task force membership includes 4 state commissioners or designees, 4 legislators (2 from each chamber, bipartisan), 2 appointees from the Chief Justice (including one law school dean), and 13 public members representing housing organizations and advocacy groups

Commissioner of Community Affairs or designee serves as chairperson, with the Department of Community Affairs providing staff support; public members serve without compensation but receive expense reimbursement

Task force must examine causes and consequences of eviction, prevalence statewide, unmet legal needs of tenants, existing and pending housing legislation, affordable housing issues, homelessness impacts, and ways to make the eviction process more transparent and equitable

Report with findings, recommendations, and proposed legislation due to the Governor and Legislature within 18 months of the task force organizing, at which point the task force expires
