Revises eligibility criteria for the Homelessness Prevention Program, requiring applicants to be New Jersey residents who are homeless or facing imminent homelessness due to eviction, foreclosure, or inability to pay rent/mortgage

Establishes income limits for program assistance at 80% of area median income and excludes applicants who have not exhausted other financial resources, have concealed assets, or are renting from family members (with disability exceptions)

Creates a priority system for assistance favoring households with disabled members, seniors 62+, domestic violence victims, families with children facing separation, and those with prior homelessness history

Imposes a new $75 filing fee for eviction actions, in addition to existing fees, which will fund the Office of Eviction Prevention and resource navigators through the Rental Assistance Navigation Program

Prohibits landlords from passing the $75 eviction filing fee to tenants as additional rent, and exempts small landlords with three or fewer rental units from the fee requirement
