Creates the "County Government Criminal Justice Reform Administration Fund" as a dedicated, non-lapsing account in the General Fund to help counties pay for implementing pretrial release and detention reforms established by P.L.2014, c.31

Increases municipal court fees for motor vehicle and traffic violations from $33 to $38, with $2.50 going to counties and $2.50 to municipalities for criminal justice reform costs

Adds a $5 criminal justice reform fee to all first papers filed and motions in Supreme Court, Superior Court, and Tax Court proceedings

Imposes a $25 criminal justice reform assessment on all criminal convictions, juvenile delinquency adjudications, and participants in PTI, conditional discharge, and conditional dismissal programs

Distributes fund revenues to counties based on each county's share of statewide complaint-warrants generated, with funds usable for salaries, benefits, court security enhancements, facility improvements, and other capital expenses
