Establishes a five-year pilot program in the City of Paterson limiting disclosure requirements for expunged records when applicants seek employment in the municipal court system, law enforcement, or corrections agencies

Allows applicants to withhold expunged records related to arrests or charges that did not result in convictions, as well as convictions for disorderly persons offenses, petty disorderly persons offenses, and municipal ordinance violations

Maintains current disclosure requirements for expunged convictions of indictable offenses (fourth degree crimes or higher) and for applicants seeking positions as court director, court administrator, or deputy court administrator

Requires the City of Paterson to submit a report to the Governor and Legislature at the end of the five-year period with recommendations on whether to continue, modify, expand, or terminate the program

Takes effect 90 days after enactment
